I can confirm you that I am able to download the older version of Dropbox app on iOS 9.3.5. My Apple ID is used in another device running iOS 10.3.3 where I have installed the latest version of the Dropbox app. I have not upgraded to iOS 11, so cannot check, but I belive it should work.
