To change the image in the Product Block, change the product’s thumbnail image. If clicking a Product Block’s Add to Cart button doesn’t add the product to the shopping cart, the linked Store Page might be disabled. Products from disabled Store Pages can display in Product Blocks, but can’t be added to carts.

The default settign is YES. using teh block editor, i changed this setting to NO, and it fixed teh problem. It has something to do with the annotative scale settings and the block not showing properly in your paper space viewport when this setting is turned on.
