- In the top right, click Settings .
- Under “Account” “Linked numbers,” click New linked number.
- Enter the phone number to link.
- Google Voice sends you a verification code. To verify a mobile number: click Send code.
- Enter the code. click Verify.

You have tried to submit forwarding numbers too many times in a short period of time. Wait at least 24 hours before trying again. Your Google account has been flagged for some violation of Google’s Terms of Service or its Acceptable Use Policy. You are ineligible to get a Google Voice number.

As of April 2, 2021, Google Hangouts is no longer able to make or receive voice calls. So today I installed the Google Voice app from the Google Play Store. I then let the Hangouts app switch my Google account over to the Google Voice app, and it moved all of my call history, texts, and voice mails.
