You highlight a workflow in the Workflows section of Site Objects, and then you use the Ctrl+C and Ctrl+V keyboard shortcuts to copy and paste a workflow. Two workflows now exist in the Workflows section of Site Objects, and both have the same name.

When to start a workflow in SharePoint 2013?
With the first option, Allow This Workflow to Be Manually Started, users can start the workflow manually. The third option, Start This Workflow When a New Item Is Created, causes the list or library to start the workflow automatically when a new item or file is added to the list or library.
