Go to site settings and select Change the look. Select Navigation. Select Mega menu and then select Save.

- Click Settings. , and then click Site Settings.
- Under Look and Feel on the Site Settings page, click Navigation Elements.
- Check or clear the Enable Quick Launch setting to turn it off or on, and then click OK.
To create drop down navigation in SharePoint using Drag and Drop
- Click Edit Links on the Top Link Bar.
- Create new menu entries/links, by clicking New Link button.
- Once new links have been created, simply Drag and Drop menu links one under another.
- You can build multiple levels of menus using this technique.
How to create Mega Menu navigation in SharePoint?
Go to Site Settings, under Site Administration, click Term store management. Select your Site Collection and create New Term Set. I named it as MegaMenu Navigation. Under Megamenu Navigation, I created more terms as required.
Why do you need megamenu for SharePoint navigation?
Now you can change the navigation style to increase the value of your site navigation. The new Megamenu options allow for multiple levels of hierarchy at once – no cascading fly-outs needed. This will enable you to better organize and showcase the content and sites.
We will utilize Managed Metadata Service to create Term Store and use these Term store to set up Global Navigation for SharePoint 2016 Sites. This global navigation will display as Mega menus. Here are my site pictures before and after making the changes.

Site headers allow adjustment of layout options, logo and background choices. Site footers allow logo, text and links to be added to the bottom of pages.
