How do I rotate a layout in ArcMap?

Why does ArcMap refuse to change to landscape?
Arcmap refuses to change my layout view to landscape when I change the options in Page and Print setup. It keeps the exact same portrait box as before. I’ve had a similar issue.
How do you change ruler units in ArcGIS Pro?
Ruler units always match page units. To change page units, double-click the layout in the Contents pane. On the Page Setup tab, click the Page units drop-down menu. How do you move a guide in ArcGIS Pro?
