As Mcguest said, you can disable the Deform option of the bone. But if you want to delete the bone influence for good you can select the group with the same name in the Vertex Groups list, click on the down arrow, on the right, and choose Remove From All Groups.

What to do when auto weights don’t work?
Scale up the mesh and the armature together by 10 or 20 with origin as pivot point, parent with automatic weights, then clear the scale on the armature and apply the scale on the mesh. This is what usually works for me. Otherwise try to make sure the pieces of the mesh aren’t overlapping and disable any subdivision mods while troubleshooting.

Autoweights won’t work well with separate meshes. Autoweight your main body then use a data transfer from it onto your other meshes, if you have separate pieces. Normal bad mesh stuff will screw up autoweights. Check for all non manifold (shift ctrl alt m in 2,79, no idea why they got rid of that in 2.8, most useful shortcut ever) and fix it.

Click and drag it un clear the rig of its parent. Again, selecting the character mesh first and then the rig second in object mode. Press Ctrl+P and parent with automatic weights. Now the rig works perfectly. Easy mistake to make, easy solution to fix it. I would also note that the hierarchy is a bit strange.
