How do you make text to speech unable?

The button in Outlook is not greyed out. I checked my Speech settings. The default voice of Microsoft David is selected, and clicking the Preview Voice button in Speech Settings does produce David’s voice confirming that Speech works.

Why is my read aloud button not working?
The Read Aloud function just stopped working one day and re-installation did not fix the problem. The icon is still present in the QuickBar, but can’t be selected. The Read Aloud button is not under the review tab any more. I am using Microsoft Office Professional Plus, version 1803, Monthly Channel.
