How do you protect battery terminals from a short circuit?
PREVENT SHORT CIRCUITS Non-conductive tape or other appropriate material may be used to insulate the terminals against short-circuits. The tape or protective covering must be of sufficient durability and adhered in a manner that it remains intact and abrasion-free during transportation/handling.
Why are short circuits bad?

The proper way to connect wires to the battery terminal would be using a spot welding machine. This process takes only a fraction of a second (to weld the wires to the terminals) and the battery would not be heated up as opposed to soldering. In your case buying a holder would be the safest solution.
Can you draw current from the negative shoulder of an 18650 cell?

What happens when you recharge an 18650 car battery?
As the battery is reused (recharged), the battery degrades due to oxidation and electro-chemical degradation. This happens to any rechargeable battery such as an 18650, 21700, 26650, 14500, AA, AAA or even a car battery. They can only be recharged a limited number of times.
How are the electrodes of an 18650 cell connected?
The electrodes on the 18650 cells has a fuse-wire connecting each one to a thick aluminum bus-plate. These wires are connected to the cell tip by using an ultrasonic bonding machine (high-speed vibrations), which cause no heat to penetrate even the upper layer of the cell, much less the electrolyte.
