Baking normal map from Multiresolution modifier data relies on the difference between the viewport number of Multires subdivisions and the highest level it was subdivided to: The higher difference in these numbers is (Viewport vs. highest from Sculpt / Render), the stronger effect of the resulting normal map will be.
Where does baking from MultiRes data take place?
Baking happens from the highest multiresolution level to the viewport level. This means baked texture should be applied on mesh with exactly the same subdivision level as it was set in Preview level of multires when you was baking texture – only in this case rendered result would be correct.

Is there a normal way to bake a mesh?
I’ve also attempted to bake it the “normal way” by copying the mesh, deleting the modifier on the copy, and then applying it on the original. I put them both in the same place and from there I’ve tried baking from “selected to active” but this method always gives me a blank map. EDIT: Suddenly the “normal way” is working.
