Why is publishing not enabled in Communication Site collection?
So I tried to enable the Site publishing feature but, correctly, it would not work because the Site Collection feature was not enabled (in the past, on on-prem sites, we found that site owners would sometimes enable this without the Site Collection feature enabled). See screenshot below.

When was site content and structure deprecated in SharePoint?
Approval workflows and scheduling are not available for public-facing website collections. The Site content and Structure feature was deprecated in SharePoint in October 2018. The UI entry point to the SiteManager.aspx was removed from SharePoint in March 2019.
