How to add promoted links to your home page?
Now we will try to configure this promoted links list as a webpart in our site home page. Open the page in edit mode from top right corner, click on the + button to add the new web part in the page, search with “List” then we’ll be getting the following items.

Which is an example of a promoted link?
It is a great way to spice up your site, make it more user-friendly for your end users. It is also known as “SharePoint Tiles” Simple example of promoted links is Getting started web part. If we create a classic SharePoint site by default the getting started web part will be added to the home page:
By default in a modern site there will be a “Quick Links” Web part, we can add links there or we can add a new “Quick Links” Web part, now we are going to add a link in an existing web part and rest all link we can do yourselves. Click on “Add links” from the Quick links web part.
Setting up these tiles are very straightforward. Navigate to Site Contents then add an app in the top left corner of the page. Add a Promoted Link and name it whatever you please; note that this name will be referenced later in your webpart.
How to create a promoted link list in SharePoint?
Click on the “Add an app” icon from this screen. Search for the promoted list in the search box and then click on the “Promoted List” icon link. Then, enter the name for the Promoted Link list and hit the “Create” button. Promoted link list will be created.
How to set user permission on promoted links?
You can achieve this by setting the user/group permission on the list item level in the Promoted list as the following : Go to site contents > open your list > click on All Promoted Links view Now the items should be shown like all items normal list. Select the items that you need to show for a specific people.
Where can I find the test promoted link list?
Now click on the “List” as highlighted, we will be directed to the below section. Click on the edit web part button then we’ll be getting the “List” dropdown list, there we cannot see the “Test Promoted Link” list in the dropdown.
Is there a way to get direct links to Vimeo videos?

How to restore Tiles view in promoted links?
Firstly you will need to have/ create another promoted links list within the site. Each view is an aspx page, so in sharepoint designer you can navigate to lists, select the working promoted links list and under views you should see “Tiles”. Click on it to open the aspx source in SPD.
As per this SharePoint user voice, it is confirmed that we cannot use the promoted link web part in SharePoint modern page. Then what is the alternate way to achieve the same? This is not exactly the same but the closest thing to “old” promoted links is the “Quick links” web part in modern SharePoint page.
