How to lower the overlay on a promoted webpart?

Could anyone please advise how I would lower the overlay on a promoted link webpart? Currently the overlay sits at about 1/3 of the way up from the bottom before it is hovered over (and obviously 100% when hovered.)

When to use black box overlay on promoted links?
