Can I use content from another book?
When writing a book of your own, you absolutely can use other books on the topic as references. And you can quote those other books. In both cases, you want to credit the other book. For quotes you put a citation directly into the text, or put an endnote or footnote and put the citation in there (or a combo of both).
Is book sharing legal?

If you write something, then you own it thanks to simple copyright laws. Publishing rights, however, refer to whether or not you sign the content over to another company. Likewise, you can self-publish, but must yourself be an LLC or self-proprietorship. Both are easy to obtain and take little time.
Is it illegal to write about illegal things?
In general, in the United States, writing instructions on how to do something that would be illegal if actually done should be protected by the First Amendment guarantee of freedom of speech.
The students have access to the book in any case, at the library. I understand that when my classmates share an entire textbook on the chat room in this way, it is illegal and unethical. But there is a finer line being drawn here because what I want to do is not dissimilar to sharing the files with one or two people.
Is it legal to post an article on your website?
Yes, but they are opening themselves up to legal action. If you see an article or series of articles that you want to post on your website, you need to locate the copyright owner and ask for their explicit permission in writing. Often you will have to pay a licensing fee for the privilege of using the article.
The other option is to post a download link on the chat room that could be used by anybody. Would that be legal and/or ethical? If I do share the files individually, would it be fine to send a link to an individual email that could be used by anybody? The students have access to the book in any case, at the library.
Who is liable for copyright infringement on a website?
The copyright law generally limits the liability of a website owner for copyright infringement committed through any of its user-generated content, provided they respond quickly and as needed once notified to remove the content.
