Is the checkout as guest option available to customers?

(PayPal Standard) The guest checkout option will be shown based on your preference whenever possible, however PayPal will make a decision to not allow guest checkout in some circumstances depending on a varity of details e.g. customers browser, cookies, locale, IP etc.
Why is my PayPal Guest Checkout not working?
Customers can checkout using Paypal, but Guest Checkout isn’t working. It will accept all information except shipping is blank and has no options. When trying to submit payment, it comes back to the same page. There’s no error message or anything. Any ideas? Using Paypal standard.
