Why is there a 404 Not Found error in Joomla?

It means that your web server doesn’t have the permissions to read the folder in which you have your Joomla installed. If you can access to your server with a client FTP like FileZilla you should be able to right-click on the folder and then edit File Permission and set the Numeric value: to 775, which should allow the webserver to read and write.
