The home page of SharePoint 2010 publishing sites uses a Summary Link Web Part to display a list of tasks that one should perform. Somebody at Microsoft manually entered these Summary Links to provide you with a list of shortcuts to tasks commonly used in a publishing site.
option 1: On the site actions menu select “Edit this page”, On the right of the summary links webpart a small down arrow appers click on that and delete the webpart(do not close it). option 2: In the Page URL at the end type(? contents=1) in the webpart maintenance page select the Summary Link webpart and delete it.

How to add a summary link Web part?
To add a Summary Link Web Part to your page, you must first click “Edit Page” under Site Actions and then click “Add a Web Part” in the zone of your choice in order to bring up the gallery of available web parts. The Summary Link Web Part should appear in the Default grouping of web parts.
Browse to the SharePoint Server site that contains the web part or parts you will edit. On the SharePoint Ribbon, select the Page tab. Select Edit. Notice that all web parts on the page now display borders and are individually selectable.
How can I change the style of my links?
Clicking the “Configure Styles and Layout” option brings up the following dialog box. From here you can select the default style for new links. Each link added can have a different style. There is also an option which allows you to reset the style on all existing links already added to this particular web part.
How are columns divided in a summary web part?
All groups must use the same style inside a given Summary Link Web Part. Lastly, you can select the number of columns you would like to divide the groups into. The options for columns range from 1 to 5. In order to divide links among columns you must use groups; however, the use of groups is optional.
