What does it mean to be in a chatter group?
Through the use of Chatter groups, users can communicate and share. Chatter groups are classified as either public or private. Public means anyone can see and add posts, comments, and files. Anyone can join a public group.

Why are chatter groups not deployed between environments?
Currently chatter groups are not deployed between environments, this means the Id’s are different in every environment and the process builder cannot find the group to post to. So what’s a developer to do? In order for this to work you will need a chatter group with the identical name in each of the environments.
Can you add a partner portal user to chatter group?
I’d say it’s not possible to do this the way you described it. After moving to communities your partners will have access to Chatter but it will be independant from internal organization’s Chatter (let’s call it Internal Community).
