What does it mean when code is not working?
Code Review is one of the last steps in a process for creating quality code. It is expected that the code does its intended task before the code is ready to present for review. If the code is not working as intended, and you know it is not working as intended, then the code is not ready for a review.

Even a small change can have a significant effect on the time needed for implementation. Clarify all the details and specs before asking for an estimation.
Are there any estimations that are not accurate?
Estimations are not accurate. They are just an educated guess based on the available (at the time of estimating) information and developer’s previous experience. Estimations cannot foresee every issue that will arise or every requirement that will need to be changed during the development.
