What happens if PL / CTCSS tone does not match?
Basically, the transmitting station must transmit a PL / CTCSS tone and the receiving station must use the same Rx PL / CTCSS tone. If the PL / CTCSS tones do not match, the receiver remains muted and the operator does not hear the transmitting station.
How are we able to tune out noise?

The noise is technically still there but is essentially converted to luminance noise. Again, be mindful not to over-apply color noise reduction because it will cause an overall decrease in color saturation of your image.
