Making your document a read-only file means that the document can be read or copied but not modified. If one of the reviewers tries to make changes to a read-only file, the changes can be saved only by giving the document a new name or saved to a new location.
There is no direct way to set the SharePoint list to read-only! The read-only mode can be set only on SharePoint site collections (How to Make a Site Collection Read-Only) or on content databases (Set SharePoint Content Database to Read Only Mode).
Why is this view read only in SharePoint?
You can observe this by seeing the message “This view is read-only” at the bottom of the datasheet. The Microsoft SharePoint Content Approval setting has been turned on for the list. The Datasheet View control doesn’t support making edits to lists that have Content Approval turned on.

Can you edit input form with datasheet view?
If your input form is InfoPath you will also not be able to edit data with datasheet view. All those other setting about content approval and checkout won’t matter. Check if the list is set up to require content approval, and you are viewing the list in the All Items view.
