An authorized instructor is anyone whom the FAA has authorized to give and endorse for that training. The most common authorization is those who have an instrument rating on both their pilot and instructor certificates.
Can CFI log cross country?
The CFI is always responsible for the safety of the entire flight. If the flight is a cross country (50+NM) the CFI can also log cross country time even though he/she was not the manipulator of the controls at any time.
