Can you upgrade SharePoint 2013 to 2019?
There is no direct upgrade path from 2013 to 2019. To upgrade to SharePoint Server 2019, you must upgrade SharePoint 2013 to SharePoint Server 2016, and then upgrade to SharePoint Server 2019. Your databases must be at a SharePoint Server 2016 RTM version or higher when you upgrade to SharePoint Server 2019.

What is replacing SharePoint Designer?
“Microsoft InfoPath is being replaced by SharePoint Lists, Flow, and PowerApps – modern solutions for digitizing traditional company forms, automating workflows, and transforming business processes.” It can collect that information from either inside the organisation or anonymously outside.
Upgrade the site collection. To do so, go to Site Settings > Site Collection Administration > Site collection upgrade. On the Step up to SharePoint 2013 page, click Upgrade this site collection. Verify that the upgrade was successful and that the site works as expected.
When does Microsoft end support for SharePoint Server 2013?
SharePoint Server 2013 Service Pack 1 and SharePoint Foundation 2013 Service Pack 1 will remain the minimum supported build through the end of mainstream support on 4/10/2018. Starting with extended support on 4/11/2018, Microsoft will update the minimum supported build of SharePoint Server 2013 and SharePoint Foundation 2013.
SharePoint Server 2013 Service Pack 1 and SharePoint Foundation 2013 Service Pack 1 will remain the minimum supported build through the end of mainstream support on 4/10/2018.
When is the end of life for SharePoint?
For SharePoint Designer 2013, we get a little more time, with mainstream support ending 7/13/2021 and extended support ending 7/14/2026. Support and features change whenever Microsoft releases new versions of their applications. The same is true for SharePoint. It is technically not recommended to skip a version, even though there are possible workarounds out there.
