This error message appears when your ISP’s server did not respond to your request. To verify if your ISP’s PPPoE server is online, connect your computer directly to the modem and see if you can connect to the Internet. If you’re online, connect your computer and modem to the router and perform a powercycle.
Should I enable PPPoE?

@Kevin_Z there are no username/password issues. If you recall I wrote that if I change the router’s MAC address by even 1 digit, the connection works. Anyways, at the stage of the PADI/PADO packet exchange there is no username/password involved. That happen much later in the PPPoE connection setup.
