What is SLPK?
A Scene Layer Package (SLPK) file is an openly published file format for 3D geospatial data, designed as a package for storage or exchange that captures all resources for a “scene layer” structured according to the Indexed 3D Scene Layer (I3S) specification.

A scene layer is a type of layer that is optimized for displaying large amounts of 3D data in a scene. A scene layer displays one of five data types: points, point cloud , 3D object , building, or an integrated mesh. The scene layer complies with the Indexed 3D Scene layer (I3S) format.

How to publish a slpk to a scene layer?
After uploading your package to ArcGIS Online or ArcGIS Enterprise you need to publish the SLPK to a Scene Layer. To create a Scene Layer, do the following: Go to the Navigator and select Portal > My Content. Find the SLPK you just uploaded and double click it.
