Can you turn off metadata synchronizers in ArcGIS?
In ArcGIS Desktop 9.3.1 and earlier releases, a utility was provided that allowed synchronizers to be turned on or off. Turning off the metadata synchronizers provided with ArcGIS is not supported; therefore, the Set Working Synchronizers utility is no longer provided.
Do you need to upgrade the description tab in ArcGIS?
However, to maintain an item’s complete, standard-compliant metadata using the Description tab you must first upgrade the existing FGDC metadata to ArcGIS metadata. Complete FGDC metadata content won’t be upgraded automatically—your organization must decide when it is appropriate for you to upgrade.
Do you need permission to edit metadata in ArcGIS?
For items in an ArcSDE geodatabase licensed with ArcGIS for Server at the enterprise level, you must have permission to edit the item’s data to edit its metadata. For ArcIMS Image and Feature Services, the ArcIMS server must have authentication enabled and you must have logged in as a user with permission to author metadata for those services.
How to browse the metadata for your organization?

How can I see the contents of a folder in ArcGIS?

Where can I find the entity metadata browser?
After you install the Entity Metadata Browser solution, open the managed solution by double-clicking the row in the solutions list and view the Configuration page to view information about the Entity Metadata Browser and buttons to launch two different views. Metadata Browser is equivilent to the Entities view in the app.
