What is Tx optical power?
The optical TX power is the signal level leaving from that device, which should be within the transmitter power range. The RX sensitivity is the incoming signal level being received from the far end device and it should fall within the receive power range.

If SX, you will need MM cabling. It would be best to not attempt to equate the operation of a copper run to a fiber run. They are technically and fundamentally apples and oranges. You may confuse yourself if you attempt to base operation of on the other. Fiber can work or not work in conditions different from copper and vice versa.
