The rating of an electrical appliance indicates the voltage at which the appliance is designed to work and the current consumption at that voltage. These figures are usually displayed on a rating plate attached to the appliance, e.g. 230 volts, 3 amperes. The rating of the appliance is related the power it consumes.

When does a component say it needs a certain voltage?
When a component says it needsa certain voltage, I.E 12V, it mean’s what it says, so the wiper pump was well within it’s right’s not to work. Recall that I = V / R. Assuming you directly connected the battery to the pump, V = 12.
Why are voltage and current important in electronics?
Voltage and Current are vital to understanding electronics, but they are quite hard to grasp because we cannot see them directly. Voltage attempts to make a current flow, and current will flow if the circuit is complete.
