What PHP version does Drupal 8 use?
Drupal 8 dropped support for PHP 5.5 and 5.6 in May 2019 and new installs require 7.0. 8 or newer. We recommend updating to at least PHP 7.2. (Ubuntu 18.04 ships with PHP 7.2 and Debian 10 has 7.3.)

We recommend selecting the “Latest stable PHP version”. If you select this version, then we will make sure that your PHP version gets updated automatically so that you always have the latest version. Currently, the latest stable version is PHP 7.4. Supported PHP versions and lifecycle.

PHP requires at least Windows 2008/Vista. Either 32-Bit or 64-bit ( AKA X86 or X64. PHP does not run on Windows RT/WOA/ARM).
