When does process builder re evaluate if Trigger criteria?
When Process Builder triggers a scheduled action it never re evaluates that action to see if after the alloted time has expired it should still execute the action For processes that are set to run when a record is created, Salesforce never reevaluates the record with that process.
When to cancel scheduled actions in Salesforce process builder?
If a record no longer matches the criteria, Salesforce cancels the scheduled actions for the record. If the referenced field value changes and the schedule hasn’t been processed, Salesforce recalculates the scheduled time for the actions using the updated field value.

When does an immediate action occur in process builder?
When a record is created or edited to meet the criteria of the intitial PB then the immediate action will occur right away and then the record (in this case opportunity) is put in a queue waiting for the scheduled action to occur which is record is sent through the invocable PB.
What happens if conditions are met in process builder?
Everything works fine, except of: scheduled action is executed in spite of conditions are met or not. E.g. criteria for Executing Actions is set to Object Status Equal to “Not Paid”. If object status is changed to e.g. “Paid” before scheduled actions, it is still sending out an email.
