When to use x11vnc without a monitor connected?
The only reason to use x11vnc is if you need to remote control an actual screen (which doesn’t sound like your use case) or if you need the desktop you’re VNCing into to have hardware acceleration for some reason. Tigervnc will “just work” in most setups without significant additional configuration. I have switched to tigervnc and all is fine.
How to start x11vnc on a 64bit machine?
Using an Ubuntu 14 (64bit) machine with LXDE and LXDM, I was able to start x11vnc before user log in with no keyboard or monitor connected. By setting a frame buffer with xrandr the vnc had the screen resolution of the frame buffer. This may give you a starting point. Thanks for contributing an answer to Unix & Linux Stack Exchange!
Can a headless system start without a monitor?

When to use FD _ geom in man x11vnc?
The environmental variables FD_GEOM and FD_SESS are used if no existing display can be found. “-create” will look for one and create one virtual one otherwise. There is a good section on man x11vnc on creating displays that should help you out further (not copy&pasting it here because markup is terrible…).
Can a VNC viewer be used without a monitor?
I tried to use VNC (remote desktop viewer) on a computer that does not have a monitor but failed. When that computer has a monitor, VNC viewer works fine. Also in both cases, ssh remote access works fine. Could anyone advice me what to do. Is it required that the computer must be connected to a monitor in order for a VNC viewer to access it.
How to enable headless VNC access without attached monitor?
At boot time, the OS thinks a full HDMI monitor is attached. You must then configure gnome to log you in without a password.
