On the Site Settings page, under Site Collection Administration, click Site collection features. On the Site Collection Features page, next to SharePoint Server Publishing Infrastructure, click Activate. Is the new site page and publishing feature active?
When you provision the site, both the new site page feature and the publishing feature is activated. However, e.g. the pages library is not created even though the feature is active. Trying to fix this manually, I disable both features and tried to enable the publishing feature. That gives an error.

I’m running into somewhat of an odd issue. All of my site collections have been created as Blank Sites, and I’ve enabled features as required. One of the features that’s been enabled on every site is the Publishing Infrastructure (at the site collection level) and the Server Publishing (at the site level).
