Where are my contacts in my Microsoft account?
You can access your contacts from the People page. To navigate to the People page, click the drop-down arrow in the toolbar and select People.

When you recover contacts from the Recoverable Items folder, they are moved to the Deleted Items folder. So after you recover a contact, you can find it in your Deleted Items folder and then move it back to your Contacts folder.
