Why are group of users cannot see items in the document library?

When you group a view, it only rearranges how the data is displayed; it doesn’t add or remove content from the view. Another common reason for missing files could be the fact that those files are filtered out via a view. That could especially be the case if you are using metadata. How to group by column in SharePoint view?

Can a user in Mumbai see a document library?
For example, users in Mumbai are able to see those files, but users in N.Y. are unable to see them in that particular document library.
