Why Debian packages are old?
They start current, then become old, getting only security updates. Major Debian versions happen roughly every two years, and by Debian policy, packages receive only minor/security updates. The golden rule if that no breaking change should be introduced in stable, so yes, Debian packages tend to be oldish.
How unstable is Debian testing?
Testing has more up-to-date software than Stable, and it breaks less often than Unstable. But when it breaks, it might take a long time for things to get rectified. Sometimes this could be days and it could be months at times. It also does not have permanent security support.
