Why do I have to set language per user?
I change it and it’s changed for all the users, system wide. Language unfortunately is done at the SYSTEM level rather than the USER level. This is done I suppose because while different users can use Windows the standard Windows (non server editions) are single user — i.e you can’t have concurrent users.

With systemwide support for in-app language selectors, you no longer need to provide a way to select languages within your app if you support iOS 13 or macOS Catalina or later. If you currently offer such a UI, you should remove it to avoid customer confusion and potential conflict with the system.
How to change the default display language in Windows Server?
I would like to change the default Display languages for new users and the loginscreen true powershell or command promt in Windows Server 2012 R2. Where do I set the language for the login screen?
@Michael: If you install language packs to an offline image, you can set UI language in the answer file. Group Policy will take care of existing user and new users. The login screen will have to be done in the image as per Leif. Thanks for the feedback guys.
Is there a way to set multiple languages in Windows 10?
Now I have Windows 10 setup in multiple languages. Same computer, same Windows 10 installation, in my case four different languages depending on which user account I choose. Display and input languages can be set individually for each user account in Windows. It is both easy and fast to setup a multilingual Windows 10.
