Why do my headlights only work on high beams?
Headlight Fuse or Relay If a headlight fuse blows, it could cause the headlights to stop working. Most headlight systems are also designed with a relay that switches the power between low beam and high beam headlights. If this relay goes bad, it could allow power to the high beams, but not the low beams.
How do I know if my high beam relay is bad?
Have an assistant turn on the headlights. If you hear the relay click, you know the coil is working, but you don’t know about the contacts. If you don’t hear the click, your relay is probably bad. The safest way to test a headlight relay is to replace it with a known good one.

I found out that there is actually a headlight relay under the driver’s side dash that, when it is bad, will cause there to be three highs at the headlights. Why are my Hyundai Accent low beams not working?
My 2005 Hyundai Accent low beams are not working. The high beams only work if I pull the turn signal light multi-switch back but the high beams do not work if I put them in full-time high beam. I checked the voltage at the headlight bulb when on low beam and all 3 connections read high, just like the original poster.

This seems to be a common complaint which Hyundai will not address claming there is no fix since the lights are performing as designed. At this point in time they do not offer a remady. This eyebrow effect appears when the car is stationary or in motion but only on the low beams.
