Why does Blender not play the whole video?
The reason this happens is that the frame rate of Blender is for render output only, if you change your frame rate after importing footage you need to delete the footage and re import it. The frame rate has to match the imported footage to ensure synced sound.

You have a lot of objects disabled for rendering: Then you have no output file or format: The thing that jumps out at me is your Frame Step is 236. That means it will try to render frame 1, then it will increment to 1+236, and since 237 is after the end, there is no more work to do.

Can you render a movie to one frame?
That is not correct. Rendering directly to Avi / Mov / … any other movie format is generally not a good idea for anything other than small tests. Better to render to single frames, then re-load them in the Video Sequence Editor or compositor nodes then output the movie from there.
