Why does my UPS make a buzzing sound?
There is nothing wrong with the UPS you bought. The buzzing comes from the big (as in BIG) transformer, which is buzzing becouse of electrical (as in electromagnetic effects) losses in the transformer itself. There are solutions to lessen the buzzing, but they cost money, which APC spends on other things.
Why is my APC making noise?
This noise comes from the battery charging circuit, and it’s not necessarily abnormal. The newer APC UPS models use a “switching” or pulsed approach to charging the battery, and depending upon the pulse frequency, you might hear a faint hiss, buzz or squeal.

My understanding is that this is a power cap and as long as the capacitance and voltage rating is good, other cap chars like ESR don’t matter?
Why does my ups keep making a hum Noise?
If you check your UPS specs, and you in fact do have a “stand-by” model, not an “on-line” model, then I would have to say that the reason is either 1 or 3, with 3 being the most likely. In either case, you can let it charge fully, and then see if the “hum” goes away or not.
