Why is my iCloud backup so full?
Backups of your devices are often the culprits behind a full iCloud storage space. It’s entirely possible you had your old iPhone set to upload backups to the cloud automatically, and then never removed those files. I have the same problem and tried your resolution but the iCloud backup still requires a wifi connection. Seems to just apply for the documents and photos that can be uploaded separately to the iCloud Drive.

Why does iCloud backup say that I don’t have?
This means that Apple seemingly underreports how much data they backup, from each app, or maybe the system counts too much, I don’t know. It is not possible to deactivate all the apps at once, in the hope to get down to the 17MB which is stated on the first page, (e-mail and settings), so there will be a lot of job to make this work again… :-/
