When I login to Salesforce and open Developer Console, Window pops up but Says “Loading…”. My Salesforce instance is na24. I am able to open Developer Console of my other Developer Edition in the browser. Same behavior is observed in Chrome, Firefox and Internet Explorer. ID of IDEWorkspace is “1de1a0000014sEWAAY”. You will see an error.

Why is my Salesforce web login not working?

What to do if the console is not fully functional?
Then you need to ignore the fact that console is not fully functional and either close all the tabs or click the tab that is valid (apex class, trigger, anything but outddated log). Then refresh the console/reopen it. Works everytime for me!

I am having Same issue with my Org. when click on developer console. it is not opening. it is showing as below of loading page. please help me on this. I copied and past the URL into another page as suggested by @Frederic Lapierre 5 and was able to gain access to the console where I can go in and delete the APEX Class that was giving me the issues.
Why is my developer console unable to open?
When i click on developer console it open the new window but after that window will minimize and it become unresponsive, so browser gives the option to kill the pages. It’s happening with AP1 and AP2 instance. It started happening after lightning release. I had the very same problems on Sandboxes.
