Will I notice a difference between 12GB and 16 GB of RAM?

The Resource Monitor shows 16gb RAM apportioned to hardware. Hey guys, I’ve had this issue for a while now and it’s the fact I have 16 GB of ram in my PC but it’s only showing 12GB of ram. However, in windows and in task manager it says 16GB of ram but only 12 usable.
