How are user profiles synced in Azure AD?
If block sign-in is set on the user account in Azure AD or disabled accounts are synced from Active Directory on premises, those user accounts will not be processed as part of the UPA sync process. The user must be enabled and licensed for changes to be processed. The following Azure AD user attributes are synced to the UPA.
How to configure user profile service application?

Is the user a member of the Active Directory Group?
The user is not a member of the Active Directory group mapped to the current Project Server security group. The user also exists in Project Server and is a member of the current Project Server security group.
